Tariffs have been levied on batteries and other clean energy technology products, particularly solar cells, since 2018 under the previous Trump Administration. The existing 7.5% rate for batteries rises to 10.89% when importing full containerised battery energy storage system (BESS) products containing lithium-ion cells from China.
The White House implied that the latest increase in tariffs would ensure those investments are protected and can continue as planned. Currently, the US gets most of its lithium-ion batteries from China, but only a small portion of these batteries are for use in EVs.
But storage batteries—which are China's primary Li-ion shipment to the United States—are not subject to the higher rate until 2026; they currently face an effective tariff rate of only 10.9 percent. Importantly, China's per-kilogram battery export prices vary depending on the type of batteries supplied to different markets.
Tariffs on battery parts and lithium-ion batteries for EVs will increase to 25 percent from 7.5 percent this year. A similar increase for non-EV lithium batteries will go into effect in 2026. By 2025, the tariff rate on semiconductors from China will double to 50 percent.
According to the official announcement, in 2024, the tariff on EVs imported from mainland China will increase from 25% to 100%, the tariff on lithium-ion EV batteries will increase from 7.5% to 25%, and the tariff on battery parts will increase from 7.5% to 25%.
